How To Cut Photo Mats
First cut the mat to fit inside the frame that you will be using. If you are using an 8 x 10 frame, then you should cut a piece of mat that measures 8 x 10 or slightly under so that it fits snugly into the frame. In cutting the window out of the mat, measure and mark with a pencil on the back of the mat. It is best to measure at several points around the edge of each of the four sides to form a dotted line which can be connected with your pencil. For example, if you want a two inch mat border around your picture or photo, then measure with a ruler two inches from the edge at multiple points on each side and mark with a pencil. These “dots” can then be connected into lines to form the guide for the window.

Professional framers will tell you to make equal mat borders on the top and sides of the picture or photo, but allow for a larger border on the bottom. When you have equal borders on all sides, including the bottom, it creates an illusion that the picture is lower than it actually is. By leaving a larger border on the bottom, it is actually more visually pleasing and balanced.

Hand held cutters tend to be less expensive and more portable, while the latter are more precise and have a built in straightedge. You have to assess the amount of use you plan to get out of the cutter and the investment you are willing to make.
